Under the EU AI Act, every provider and deployer of AI systems must take measures to support the AI literacy of its staff (Article 4, applicable since 2 February 2025, amended by Regulation (EU) 2026/1744 in July 2026). The Act sets no EU fine for Article 4; Member States lay down the penalties, and national market surveillance authorities enforce it from 2 August 2026. The Act's fines for deployers of high-risk AI systems (Article 26) reach €15 million or 3% of worldwide annual turnover; only prohibited AI practices (Article 5) reach €35 million or 7%. An AI readiness assessment measures whether an organization's people and engineering practices can turn AI adoption into real advantage, rather than just faster output. How do you measure AI readiness?

Is vibe coding risky?

What does the EU AI Act require for AI literacy?
Article 4 of the EU AI Act requires every provider and deployer of AI systems, not only those using high-risk systems, to take measures that support the AI literacy of their staff. It has applied since 2 February 2025 and was amended by Regulation (EU) 2026/1744 in July 2026 to remove any requirement to guarantee a specific level of literacy. The Act sets no dedicated fine for Article 4; Member States lay down the penalties, which must be proportionate, and national market surveillance authorities enforce it from 2 August 2026. The Act's highest fines, up to EUR 35 million or 7% of worldwide annual turnover, apply only to prohibited AI practices; deployers of high-risk AI systems (Article 26) face fines of up to EUR 15 million or 3%.
